India’s rising Defense Exports

According to Chief of Defence Staff Gen. Bipin Rawat, the country's defence exports increased by 700 percent in the last three years, from 1,521 crores in 2016-17 to 10,745 crores in 2018-19, an all-time high and 19th in the list of defence exporters in 2019. According to information submitted by the government in the Lok Sabha on Wednesday, India exported military gear and systems worth Rs 38,500 crore in the last seven years. Exports included armoured protection vehicles, weapons finding radar, lightweight torpedo and fire control systems, and tear gas launchers that are currently being exported to around 75 countries.

Reasons for sharp increase? - The central government, led by Prime Minister Narendra Modi, has a long-term goal of making India a leading exporter of defence equipment. To that end, in September 2014, a strategy for facilitating defence exports was formulated and promulgated, focusing on export promotion/facilitation and export regulation. Our goal now is to boost exports to $5 billion, or Rs 35,000 crore, over the next five years.

To support Prime Minister Modi's clarion call for "Atmanirbhar Bharat." The Union Ministry of Defence drafted a draught Defence Production and Export Promotion Policy 2020 in August, announcing a major policy decision to impose a phased ban on the import of 101 military weapons systems and platforms as an overarching guiding document to provide an unimpeded path to the country's defence production capabilities for self-reliance and exports. It was determined that India will establish an Export Promotion Body with public and private sector participation to advise the government, coordinate all government export facilitation initiatives, and promote exports through targeted marketing in target nations.

The Secretary, Department of Defense Production, chairs a Defense Export Steering Committee that includes officials from the armed services, DRDO, the Planning and International Cooperation Wing, and the Acquisition Wings of the MoD, MEA. Defence exports would be promoted by Indian embassies. The entire process for awarding export NOCs was revised and streamlined to make it more time-bound and user-friendly. The Ministry of External Affairs was also directed to establish a line of credit for foreign countries interested in importing defence products, with the option of financing defence exports through Exim Bank.

Why India is far behind in exports? - For the period 2015-2019, India is rated 23rd among major arms exporters. India accounts for barely 0.17 per cent of global arms exports. In the form of 18 ordnance factories, India inherited a well-established defence production base that had made a significant contribution to the British war effort during World War 2. Apart from the status of the business, India's foreign policy and cultural pacifism also prevented us from being a big armaments exporter.
